Danish Outdoor Lighting Lab

Municipal finances are under pressure and resources must constantly be prioritized and optimized to deliver good services to citizens. New technologies and smart solutions are gaining ground, but it can be hard for each municipality to keep up with technology and choose new solutions. DOLL is a permanent platform that brings together players in outdoor lighting and Smart City solutions to create innovative new solutions and offer municipalities a look inside the new, smart world of Europe’s largest living laboratory.

The vision is for DOLL to be the world’s leading innovation hub to develop, test and demonstrate intelligent lighting and Smart City solutions. The mission is to enable:

  • decision makers in the public and private sectors to choose the most optimal, innovative lighting and Smart City Solutions
  • private companies to develop, test and demonstrate the future of intelligent lighting and Smart City Solutions

The backbone of DOLL, which was founded in 2013, is intelligent outdoor LED lighting. Due to legislative changes, municipalities must change out old lighting. New LED technology, combined with intelligent control, can provide municipalities with energy savings of between 50-80 percent. But at the same time, the outdoor lampposts are an ingenious infrastructure of the smart city. An infrastructure that can form the basis for the integration of Smart City technology, sensors and new communication platforms. Read more about Smart Urban Services (SUS) in DOLL here.

DOLL consists of three laboratories:

  1. DOLL Living Lab
    Europe’s largest Living Lab for the development of tomorrow’s LED lighting and Smart City solutions, in Hersted Industrial Park in Albertslund. Here lighting, control systems and Smart City technologies are tested on a 1:1 scale.
  2. DOLL Quality Lab
    Here producers and buyers can undergo independent outdoor lighting quality measurements. The Quality Lab is located at DTU Fotonik in Roskilde.
  3. DOLL Virtual Lab
    Here outdoor lighting solutions can be visualized in a 3D format. The Virtual Lab is located at DTU Fotonik.

For the first two years, DOLL was funded with 15 million DKK from the Green Lab DK under the Energy Agency and supported by the Capital Region Growth Forum and Region Zealand. DOLL has subsequently received a grant from the Green Lab DK of 5,77 million DKK to set up Smart City Solutions (SUS). Today DOLL has an autonomous business model and finances.


DOLL was founded in 2013 and is now a permanent organization.
